
Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of Red Lake Falls, Red Lake County, Minnesota was duly held in the Council Chambers of said City on the 9th day of March, 2020.
Members Present: Allen Bertilrud, Neil Knaack, Justin Carriere, Cheryl Matzke, Briana Ingraham, Kevin Brevik
Members Absent: none
Others Present: Kathy Schmitz, Delray Sparby, Matt Swendra, Dylan Brown, Dan Triller, Deb Derouin, Taylor Amiot, Cal Eckstein, Wayne Violette, Tandra Landman, Tammy Larson, Lee Groeschl
The meeting was called to order at 6:04 p.m.
Business Item 6.02 will be moved to the end of the Agenda and 6.02 will be Ambulance Request plus the addition of 6.09 – Election Judge Pay and 6.10 – Elevator Bills.
Brevik moved, seconded by Ingraham, to approve the Agenda as amended.
On vote being taken, the motion was unanimously passed.
Ingraham moved, seconded by Brevik, to approve the Consent Agenda as presented.

NEW BUSINESS
Brevik moved, seconded by Carriere, to approve Resolution #03-01-2020 – Vacation Request-VeAnn Wright. For: Brevik, Knaack, Carriere, Ingraham, Matzke, and Bertilrud. Absent: None. Against: None. MOTION CARRIED UNANIMOUSLY
Carriere moved, seconded by Ingraham, to approve payment of $35,000 to the Volunteer Ambulance Service to be used towards the purchase of a new ambulance. On vote being taken, the motion was unanimously passed.
Ingraham moved, seconded by Brevik, to accept the lower bid from SEH for $60,000. On vote being taken, the motion was unanimously passed.
Brevik moved, seconded by Carriere, to approve the $46,920 additional sewer pipe repairs.
On vote being taken, the motion was unanimously passed.
Knaack moved, seconded by Carriere, to allow sick time to go negative up until the FMLA kicks in for the coronavirus or if a family member tests positive and the employee needs to self-quarantine. On vote being taken, the motion was unanimously passed.
Ingraham moved, seconded by Brevik, to approve Resolution #03-02-2020 – Resolution Setting a Hearing on Vacation of a Street. For: Brevik, Knaack, Carriere, Ingraham,
Matzke, and Bertilrud. Absent: None. Against: None. MOTION CARRIED UNANIMOUSLY
This vacation is for Grace Avenue next to J.A. Hughes Elementary School which will be undergoing construction of a new gymnasium. A Public Hearing for the vacation will be set for Tuesday, May 26, 2020 before the council meeting.
Carriere moved, seconded by Ingraham, to increase election judge pay to $12/hour for regular judges and $15/hour for the head judge. After discussion, Carriere amended the motion to $15/hour for regular judges and $17/hour for the head judge. On vote being taken, the motion was unanimously passed.
Carriere moved, seconded by Knaack, to not renew the elevator service contract.
For: Carriere, Knaack. Against: Brevik, Matzke, Ingraham, Bertilrud. Motion Failed.
Ingraham moved, seconded by Brevik, to approve the elevator service contract for another year. For: Brevik, Matzke, Ingraham, Bertilrud. Against: Knaack, Carriere. Motion Passed.
Ingraham moved, seconded by Carriere, to accept the proposal from the Blue Line Club including that they cover the cost of all maintenance of rink plus cost for boards and plexiglass in the future. On vote being taken, the motion was unanimously passed.
