Minutes
Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of Red Lake Falls, Red Lake County, Minnesota was duly held in the Council Chambers of said City on the 14th day of September, 2015.
Members Present: Kevin Harmoning, Kevin Brevik, Cheryl Matzke , Sara Kenfield, Neil Knaack, Allen Bertilrud.
Members Absent: none
Others Present: Kathleen Schmitz, Delray Sparby, Mitch Bernstein, Alan Cassavant, Carol Seeger, Deb Derouin, Havie Lee, Luther Newton.
Mayor Kevin Harmoning called the meeting to order at 5:31 p.m.
Matzke moved, seconded by Brevik, to approve the Agenda with the deletion of 7.3 Wages-Finance Committee and the addition to 7.4 Budget of Luther Newton-Fire Department and the addition of 7.5 Shoreland Ordinance. MOTION CARRIED UNANIMOUSLY
Brevik moved, seconded by Kenfield, to approve the August 24, 2015 City Council Meeting Minutes as submitted. MOTION CARRIED UNANIMOUSLY
Bertilrud moved, seconded by Matzke, to approve the September 9, 2015 Public Meeting Minutes. MOTION CARRIED UNANIMOUSLY
Kenfield moved, seconded by Bertilrud, to pay the two invoices from Lester Gutheridge for stump removal. MOTION CARRIED UNANIMOUSLY
Bertilrud moved, seconded by Kenfield, to approve advertising in the TRF Visitor’s Guide for $725 for a ½ page advertisement for the City of Red Lake Falls. MOTION CARRIED UNANIMOUSLY

Business:
Harmoning moved, seconded by Knaack, to table the mall worker payment issue until Attorney Sparby gets more information on the best way to pay the workers. MOTION CARRIED UNANIMOUSLY
OTIS, the elevator specialists, said that we need seal replacement and a plunger on our elevator at a cost of $2,450.

Kenfield moved, seconded by Matzke, to pay OTIS the bill of $2,450 for elevator repairs. MOTION CARRIED UNANIMOUSLY
Fire Chief Luther Newton addressed the council about the 2016 Fire Department Budget. There are two things coming in the near future. The first is training requirements. In order to keep their certification the firemen are mandated to have 72 hours of training every three years. They need a training line item in the budget so they can maintain certification. The second is their Fire Hall building. They have an old, inefficient building that needs new garage doors, carpeting and walk-in doors. Also, insurance has gone up. Chief Newton proposed a $4,250 increase in the budget to start this process. This year the fire department took on three new firemen and let one go. They have an opportunity to host training in Red Lake Falls. They did get a new tanker truck and are in the process of getting it all set up. It will be functional by mid-November.
The Shoreland Ordinance was brought up. Red Lake County adopted a Shoreland Ordinance in 2010. It was State mandated. If the City didn’t adopt a Shoreland Ordinance by resolution do we automatically fall under the county shoreland ordinance?
Harmoning moved, seconded by Bertilrud, to table the Shoreland Ordinance issue until Attorney Sparby looks into it some more. MOTION CARRIED UNANIMOUSLY
Bertilrud moved, seconded by Matzke, to approve the bills and Finance Checks #038728 – #038771 and Payroll Checks #005008-#005017 + Payroll E Checks 1-13. MOTION CARRIED UNANIMOUSLY
With no further business, the meeting adjourned and will continue on Tuesday, September 22, 2015 at 7:00 a.m.
