October 24, 2016
Minutes
Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of Red Lake Falls, Red Lake County, Minnesota was duly held in the Council Chambers of said City on the 24th day of October, 2016.
Members Present: Kevin Harmoning, Allen Bertilrud, Neil Knaack, Kevin Brevik, Cheryl Matzke, Sara Kenfield
Members Absent: none
Others Present: Kathy Schmitz, Delray Sparby, Deb Derouin, George Helget, Zoey Hams, Justin Carriere
Mayor Kevin Harmoning called the meeting to order at 6:33 p.m.
Administrator Schmitz requested that Agenda item 7.5–Grinders be scratched as she is waiting for more information from Joel Paulsen. Mayor Harmoning noted that item 7.2– Resolution #10-03-2016 will be removed if Attorney Sparby is not here yet.
Bertilrud moved, seconded by Matzke, to approve the amended Agenda. MOTION CARRIED UNANIMOUSLY
Brevik moved, seconded by Knaack, to approve the October 10, 2016 City Council Meeting minutes. MOTION CARRIED UNANIMOUSLY
Kenfield moved, seconded by Harmoning, to approve holding a public hearing prior to our next council meeting regarding reducing the speed limit and speed limit signage to be put up in specific areas (Clearwater Ave, Bridge Street NW and Sportsman’s Park). MOTION CARRIED UNANIMOUSLY
Knaack moved, seconded by Kenfield, moved to approve the purchase of a new stainless steel grinder pump from Tri-State Pump for approximately $2,800. MOTION CARRIED UNANIMOUSLY
Matzke moved, seconded by Brevik, to approve the purchase of a $75.00 radio ad for Veteran’s Day. MOTION CARRIED UNANIMOUSLY

Business:
Discussion was held concerning Resolution #10-03-2016 – Modified City Ordinance 803.01, Subd 5 – Bow and Arrows, to allow an indoor archery business. The motion would approve the request of Brad Johnson to have an indoor archery range inside commercial property located at 107 3rd St SW with Mr. Johnson providing proof of liability insurance for Advanced Tactical Solutions LLC which is allowed under City Ordinance number 803.01 Subd. 5.
Bertilrud moved, seconded by Matzke, to table Resolution #10-03-2016 until the actual written document is here. MOTION CARRIED UNANIMOUSLY
Administrator Schmitz asked Justin Carriere of Unity Investments to come and speak to the council as the city has money in the bank that is earning a low rate of interest, plus we have bond income that came into the City that doesn’t go back out until January and we could invest monies to earn a higher rate of return. Justin Carriere, Unity Investments, spoke to the Council about the different options for government bond money, CDs, broker’s fees, interest rates, and other investment information. Discussion was held concerning the City money in the ICS account with regard to interest rates.
Bertilrud moved, seconded by Kenfield, to allow Unity Investments/Ceterais Investments to be a local depository for the City of Red Lake Falls. MOTION CARRIED UNANIMOUSLY
The Council went over the 3rd Quarter Financials. The checking account balance on September 30th was $1,982,538 which includes the $768,000 bond refunding money that will be paid out in January. On September 30th 2012 we had $464,239.00 so we have increased cash by $1.5 million in four years. We will be getting in the LGA and property taxes in November and December.
Kenfield moved, seconded by Bertilrud, to approve the Bills and Finance Checks #039613 – #039634, Payroll Checks #005096 – #005099 + Payroll E Checks 1 – 12. MOTION CARRIED UNANIMOUSLY
The council meeting adjourned.
