City Council Meeting
October 13, 2015
Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of Red Lake Falls, Red Lake County, Minnesota was duly held in the Council Chambers of said City on the 13th day of October, 2015.
Members Present: Kevin Harmoning, Kevin Brevik, Cheryl Matzke , Sara Kenfield, Neil Knaack, Allen Bertilrud.
Members Absent: none
Others Present: Kathleen Schmitz, Delray Sparby, Alan Cassavant, Carol Seeger, Joel Paulsen, Mitch Bernstein, Deb Derouin, Melissa Freyholtz, Galen Magner.
Mayor Kevin Harmoning called the meeting to order at 6:35 p.m.
Bertilrud moved, seconded by Knaack, to approve the Agenda. MOTION CARRIED UNANIMOUSLY
Matzke moved, seconded by Kenfield, to approve the September 14, 2015 City Council meeting minutes. MOTION CARRIED UNANIMOUSLY
Brevik moved, seconded by Matzke, to approve the September 22, 2015 City Council meeting minutes with an addition to page 2, last paragraph of Thibert’s Chevrolet. MOTION CARRIED UNANIMOUSLY
Bertilrud moved, seconded by Knaack, to go ahead with the installation of the security system for the office and council chambers for $580.75 plus the $14.95/month operating fee. MOTION CARRIED UNANIMOUSLY
Kenfield moved, seconded by Knaack, to approve hiring Teri Osterman to help us clean out the old files and store rooms for up to two days. MOTION CARRIED UNANIMOUSLY
Melissa Freyholtz, owner of Joe DiMaggio’s Sports Café spoke to the Council concerning a few issues with her restaurant in the mall. Discussion was held concerning some of these issues.
Knaack moved, seconded by Bertilrud, to have a commercial company come in to assess the A/C unit for leaking with the City splitting the cost of diagnosing the problem with the business owner. If it is a roof problem the City will cover the cost of diagnosis and repair. If the A/C itself is leaking the business owner will cover the cost of repairs. MOTION CARRIED UNANIMOUSLY

Bertilrud moved, seconded by Knaack, that the City take a look at the windows, doors and insulation repairs and authorize up to $5,000 for repairs at Joe DiMaggio’s Sports Café. MOTION CARRIED UNANIMOUSLY
Deb Derouin, Red Lake County Insurance, spoke to the council about our Property/Casualty/ Liability Insurance for next year. Property and Casualty last year was $43,023 and the quote for next year is $40,193. The quote for the Umbrella Policy premium for $1 million in liability coverage costs $2,059/year. Deb Derouin explained our insurance needs and answered council questions.
Bertilrud moved, seconded by Knaack, to go with Red Lake County Agency’s quoted coverage for $40,193 plus the Umbrella coverage for $2,059. MOTION CARRIED UNANIMOUSLY
Sustainable Energy Feasibility (SEFP) Update: Dan Juhl is going to Washington next week to deal with the funding portion of the sustainable energy project with Juhl Wind Energy and the City of Red Lake Falls. It was noted that the City has no general obligation to this project – no risk.
The Council went over the 9 month financials. The current checking account balance is $1,654,307.86, much improved since 2012 when Administrator Schmitz began employment.
Engineer, Joel Paulsen, reported on the Washington Avenue sewer issue. The sewer lines are shallow thus susceptible to freezing. There is a problem with access to that area to assess the situation. The fix is to make it more accessible by adding a manhole. Concerning the Pedestrian Bridge, it’s been assessed and is shown to be safe for pedestrian and snowmobile traffic. Mr. Paulsen noted that next year is the last year that MnDOT will have the 90/10 money available for capital improvements at our airport. Councilmember Brevik will make arrangements to have an airport meeting set up before November 15th to discuss airport needs. He reported that the GIS mapping system is coming together; about 30% of the information is in the system already.
Kenfield moved, seconded by Knaack, to approve the Bills and Finance Checks #038794 – #038840 and Payroll Checks #005020-#005022 + Payroll E Checks 1-12. MOTION CARRIED UNANIMOUSLY
