Minutes
Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of Red Lake Falls, Red Lake County, Minnesota was duly held in the Council Chambers of said City on the 9th day of November, 2015.
Members Present: Kevin Harmoning, Kevin Brevik, Cheryl Matzke , Sara Kenfield, Neil Knaack, Allen Bertilrud.
Members Absent: none
Others Present: Kathleen Schmitz, Delray Sparby, Carol Seeger, Joel Paulsen, Deb Derouin, Leah Manning, John Haaland, Aaron Thibert, Roger Harmoning, Roger Skjerven, Eldon Vigstol.
Mayor Kevin Harmoning called the meeting to order at 6:33 p.m.
Kenfield moved, seconded by Bertilrud, to approve the Agenda with the change to 7.3 removing Sportsman’s Club replacing it with Tri-River Pioneer Museum, deletion of 7.7 Personnel Policy and the addition to 7.8 Miscellaneous of Mall Leases. MOTION CARRIED UNANIMOUSLY
Bertilrud moved, seconded by Knaack, to approve the October 26, 2015 City Council meeting minutes as submitted. MOTION CARRIED UNANIMOUSLY
Brevik moved, seconded by Knaack, to approve the Blue Line Club making the girl’s locker room with no cost to the city with the addition of also adding a ticket counter to the inside area where they currently sell tickets. Abstain: Sara Kenfield. MOTION CARRIED
Kenfield moved, seconded by Knaack, to accept the CIP for the Airport as submitted by Bolton & Menk. MOTION CARRIED UNANIMOUSLY
Bertilrud moved, seconded by Knaack, that the City agrees with signing the letter to proceed and enter into an agreement with Con Edison Solutions and authorizes Mayor Kevin Harmoning to sign the agreement. MOTION CARRIED UNANIMOUSLY
Bertilrud moved, seconded by Matzke, to allow Adult Hockey to have Wednesday and Sunday night skating for $100 per night for one hour per night for 28 nights. MOTION CARRIED UNANIMOUSLY
Bertilrud moved, seconded by Brevik, to donate the Model T fire truck for educational and cultural purposes to Tri-River Pioneers, Inc., a non-profit organization, provided that there are no past financial obligations. MOTION CARRIED UNANIMOUSLY

Bertilrud moved, seconded by Brevik, to table a roof decision until we find out what our insurance company is going to pay. MOTION CARRIED UNANIMOUSLY
Harmoning moved, seconded by Bertilrud, to approve the vacation of the 80 foot width of Mill Street from Bottineau Avenue to Watson Place so Byron Wilson can construct a garage and note that the 30 foot Mill Street vacation the council previously approved on June 8, 2015 will not be recorded. MOTION CARRIED UNANIMOUSLY
Bertilrud moved, seconded by Kenfield, to accept the Northwest Service Cooperative health insurance quote for an HSA Blue Cross/Blue Shield policy for $591.50 per month per subscriber with a $1,500 deductible and that the City pay the employee deductible on a monthly basis. MOTION CARRIED UNANIMOUSLY
The Joe DiMaggio mall lease was discussed. Attorney Sparby recommends writing a three-year lease instead of a five-year lease so that it can be revisited with regard to the amounts. The lease needs to clarify the purchase of the new furnace details with the current owners with regard to a fixture lien on the lease.
Knaack moved, seconded by Bertilrud, to go with a three-year lease for Joe DiMaggio’s for $1,100 per month beginning December 1, 2015 and ending November 30, 2018. MOTION CARRIED UNANIMOUSLY
Matzke moved, seconded by Brevik, to agree to a lease agreement with Dr. Steven Lesmeister for nine months free rent (November 1, 2015 to July 31, 2016) with the option of extending it an additional year at $650 per month. Abstain: Bertilrud. MOTION CARRIED
Bertilrud moved, seconded by Knaack, to approve the bills and Finance Checks #038867 – #038927 + Payroll E Checks 1 – 7. MOTION CARRIED UNANIMOUSLY
Due to the length of tonight’s meetings, the council meeting adjourned this current meeting at 8:40 p.m. to be resumed on Monday, November 16, 2015 at 5:30 p.m. in the council chambers.
