
Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of
Red Lake Falls, Red Lake County, Minnesota was duly held in the Council Chambers of said
City on the 25th day of June, 2018.
Members Present: Justin Carriere, Kevin Brevik, Sara Kenfield, Cheryl Matzke, Neil Knaack
Members Absent: Allen Bertilrud
Others Present: Kathleen Schmitz, Delray Sparby, Carol Seeger, Barry Glienke, Deb Derouin,
Mitch Bernstein, Kristi Hanson
The meeting was called to order at 6:03 p.m.
Brevik moved, seconded by Carriere, to approve the Agenda as presented.
On vote being taken, the motion was unanimously passed.
Knaack moved, seconded by Brevik, to approve paying the pool workers time and a half to
work on the July 4th holiday.
On vote being taken, Kenfield abstained, the motion passed.
Brevik moved, seconded by Carriere, to approve the Consent Agenda as presented.

On vote being taken, the motion was unanimously passed.
NEW BUSINESS
Northwest Regional Library (NWRL) Director Kristi Hanson presented the NWRL budget for
2018-2019. NWRL would like to stay with the funding they currently have for the five
counties and not ask for an increase. She thinks she will get a slight increase from the State
and that will balance this out.
Matzke moved, seconded by Knaack, to adopt the Water Supply Plan for the City of Red Lake
Falls and authorizes the Mayor and City Administrator to sign the Certificate of Adoption for
the Water Supply Plan.
On vote being taken, the motion was unanimously passed.
Carriere moved, seconded by Matzke, to purchase a City ad in the Thief River Falls Visitor
Guide for $750.00.
On vote being taken, the motion was unanimously passed.
Brevik moved, seconded by Knaack, to approve three additional finance checks due before our
next meeting to Thibert Chevrolet for $3,328.75, Bolton & Menk for $56,883 and to
Community Partnership for $1,750.
On vote being taken, the motion was unanimously passed.
Brevik moved, seconded by Knaack, to approve that the City give a FEMA buyout homeowner
a free city-owned residential lot, a three-year tax abatement and waive the connection fee for
water and sewer. For a FEMA buyout person that purchases a private lot in town the City will
give them a three-year tax abatement and waive the connection fee for water and sewer.
On vote being taken, the motion was unanimously passed.
The meeting adjourned at 7:16 p.m.
