February 23, 2015
Minutes
Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of
Red Lake Falls, Red Lake County, Minnesota was duly held in the Council Chambers of said
City on the 23rd day of February, 2015.
Members Present: Kevin Harmoning, Kevin Brevik, Neil Knaack, Allen Bertilrud, Sara Kenfield.
Members Absent: Cheryl Matzke.
Others Present: Kathleen Schmitz, Delray Sparby, Alan Cassavant, Carol Seeger, Deb
Derouin, Joel Paulsen, Jarvis Kuznia.
Mayor Kevin Harmoning called the meeting to order at 6:35 p.m.
At-Large Councilmember, Allen Bertilrud, was sworn in by Administrator Schmitz.
Kenfield moved, seconded by Bertilrud, to approve the Agenda with the deletion of 7.6
Miscellaneous. MOTION CARRIED UNANIMOUSLY
Brevik moved, seconded by Knaack, to approve the February 9, 2015 City Council Meeting
Minutes with two changes: page 3 change #02-01-15 to #02-01-2015 and on page 4 change
‘lease’ to ‘loan’ on the truck motion. MOTION CARRIED UNANIMOUSLY
Bertilrud moved, seconded by Knaack, to declare the fire truck as surplus property and to put
it out on bids. MOTION CARRIED UNANIMOUSLY
Citizen’s Comments: none.
Business:
Knaack moved, seconded by Bertilrud, to approve the final reading of the curb stop ordinance.
MOTION CARRIED UNANIMOUSLY
Knaack moved, seconded by Bertilrud, to adopt Resolution #02-02-2015 – Ordinance Section
402.02, Subdivision 7 amended to clarify and define the responsibility of service lines and
curb stops effective 2-23-15. For: Brevik, Knaack, Bertilrud, Kenfield, and Harmoning.
Absent: Matzke. Against: None. MOTION CARRIED UNANIMOUSLY
THAT SECTION 402.02 SUBDIVISION 7 IS HEREBY AMENDED, AS PASSED BY THE CITY COUNCIL
ON FEBRUARY 23, 2015, TO CLARIFY AND DEFINE THE RESPONSIBILITY OF SERVICE LINES AND
CURB STOPS.

Subd. 7. On new construction the property owner is responsible for installation of new service
line from the main to the home. This includes saddle, corporation, curb stop and curb box. The service line will be a
minimum of 1” copper from the main to the curb stop. Upon completion of the service line and on existing homes, the
City will be responsible for repairs of the line from the main to the property owner’s side of the curb stop. Curb stops
must be accessible to the City. If not accessible the property owner is responsible for costs incurred to gain access.
Discussion was held on the ordinance pertaining to Salaries of Mayor and Council Members.
More changes were made to meal compensation and to some travel items which will need to
be amended in this section.
Bertilrud moved, seconded by Knaack, to table the final reading of the Council Pay ordinance
and have Attorney Sparby work on more amendments to this and bring back to council.
MOTION CARRIED UNANIMOUSLY
Mayor Harmoning turned the meeting over to Vice Mayor Kenfield and is leaving the premises
due to a conflict of interest or perceived conflict of interest.
At the December 22, 2014 council meeting city employee Jarvis Kuznia requested a pay raise.
The council moved to keep Mr. Kuznia at his current pay rate and re-evaluate his performance
and consider his request in 60 days. Vice Mayor Kenfield asked if anyone wanted to make a
motion to go into closed session. There was no motion to go to closed session.
Discussion was held concerning the restructuring of the janitor position. The restructure was
to cover the arena on weeknights and weekends as it is open seven days a week. Public
Works Supervisor Cassavant weighed in as did Mr. Kuznia and Administrator Schmitz.
Vice Mayor Kenfield asked again if the council could go into closed session. Attorney Sparby
said that the closed meeting must be limited to just the issue of a pay raise.
Knaack moved, seconded by Bertilrud, to deny Jarvis Kuznia’s request for a pay raise at this
time. MOTION CARRIED UNANIMOUSLY
Bertilrud moved, seconded by Brevik, to approve Finance Checks #038364-#038381, voided
checks #38365-#38366 and Payroll E Checks 1-7 and Wire Transfer MNPFA Interest $1,540.
MOTION CARRIED UNANIMOUSLY
Attorney Sparby read a resolution from the League of MN Cities regarding state funding for
city streets.
Bertilrud moved, seconded by Brevik, to accept Resolution #02-03-2015 – Supporting
Dedicated State Funding for City Streets. For: Brevik, Knaack, Bertilrud, and Kenfield.
Absent: Matzke, Harmoning. Against: None. MOTION CARRIED UNANIMOUSLY
The meeting adjourned at 8:45 p.m.
