Minutes
Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of Red Lake Falls, Red Lake County, Minnesota was duly held in the Council Chambers of said City on the 28th day of December, 2015.
Members Present: Kevin Harmoning, Kevin Brevik, Cheryl Matzke , Neil Knaack, Allen Bertilrud.
Members Absent: Sara Kenfield.
Others Present: Kathleen Schmitz, Delray Sparby, Alan Cassavant, Carol Seeger, Mitch Bernstein, Deb Derouin, Deb Butler, Darin Myhre, Art Klipping, Dan Konickson, Nick Knutson, Marne Thompson, Ron Weiss, Tim Hoefer, Josiah Hoefer.
Mayor Kevin Harmoning called the meeting to order at 6:33 p.m.
Matzke moved, seconded by Bertilrud, to approve the Agenda with the addition of Finance Checks #039021-#039027. MOTION CARRIED UNANIMOUSLY
Bertilrud moved, seconded by Knaack, to approve the November 23, 2015 Truth in Taxation Hearing minutes and November 23, 2015 City Council Meeting minutes. MOTION CARRIED UNANIMOUSLY
Bertilrud moved, seconded by Brevik, to approve the Joint Powers Agreement with the Northwest Service Cooperative. MOTION CARRIED UNANIMOUSLY
Business:
The Sportsman’s Club brought back changes to their proposed lease with the City for the rifle range. After at-length discussion the following changes/additions to the lease and range rules were proposed:
Lease:
1. Lease payments of $200 for the first six years and $250 for the last six years.
2. Addition of a 60-day Escape Clause, weather permitting, for both parties of the lease.
3. Addition of Range Closed on Canadian Long Weekends.
Range Rules:
1. Change to Hours of Operation to be Sunrise to Sunset year round.
2. Addition of “Any shooter under 18 years old must have adult supervision.”

Knaack moved, seconded by Bertilrud, to accept the Sportsman’s Range Lease with the three changes to the lease and two additions to the range rules listed above. MOTION CARRIED UNANIMOUSLY
Brevik moved, seconded by Matzke, to approve Resolution #12-03-2015 – Vacation of City Street. For: Brevik, Knaack, Bertilrud, Matzke, and Harmoning. Absent: Kenfield. Against: None. MOTION CARRIED UNANIMOUSLY
Bertilrud moved, seconded by Knaack, to approve pay out of Jeff Kalbakdalen’s compensation hours. MOTION CARRIED UNANIMOUSLY
Bertilrud moved, seconded by Matzke, to approve the bills and Finance Checks #039001 – #039027 and Payroll Checks #005031 + Payroll E Checks 1 – 8. MOTION CARRIED UNANIMOUSLY
The meeting adjourned at 8:24 p.m.
