City Council Meeting
August 18, 2015
Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of Red Lake Falls, Red Lake County, Minnesota was duly held in the Council Chambers of said City on the 18th day of August, 2015.
Members Present: Kevin Harmoning, Kevin Brevik, Allen Bertilrud, Sara Kenfield, Neil Knaack.
Members Absent: Cheryl Matzke.
Others Present: Kathleen Schmitz, Delray Sparby, Alan Cassavant, Carol Seeger.
Mayor Kevin Harmoning called the meeting to order at 7:36 a.m.
Knaack moved, seconded by Bertilrud, to approve the Agenda. MOTION CARRIED UNANIMOUSLY
The mall lease with Underdahl Hardware was the topic of discussion. Amendments were made since our last council meeting and Underdahl’s were agreeable to our changes.
The new lease did not address the cost for usage of the former Bray Gentilly space. Mayor Harmoning proposed that the hardware store use that space for storage unless the City is able to rent the space out to another tenant. The city does not want to spend money remodeling that space for storage purposes. It would be used ‘as is’. The City will make adjustments to the Underdahl Lease with regard to the Bray Gentilly mall space.
Discussion was held about the construction needs and the timeline for the hardware store. The wall between the Senior Craft and Hardware Store needs to be opened up to a 12’ opening. The sink needs to be removed. They would like to keep use of the Thrifty White bathroom and office spaces. The back door must stay there for fire code reasons. The top of the walls need to be painted where there is no fixtures/shelving. The Senior Craft front doors need to be walled in with the back door left as is. The existing office in the Hardware Store needs to be demolished, the front and back doors replaced, and matching flooring added throughout. The window in the Senior Craft can be left as is. The City is still waiting for the estimates and plans from the architect which should be here by next week.
The plan is for the hardware store to remain open now through construction. Both the council and Ms. Underdahl agree to the current draft of the lease with the incorporated changes that were discussed today.

Bertilrud moved, seconded by Knaack, to approve the lease and to authorize the Mayor and Administrator to sign the lease based on the changes discussed at this meeting and agreed upon by both parties. MOTION CARRIED UNANIMOUSLY
One clarification noted, Underdahl’s agreed to pay up to $10,000 for the back door and canopy.
The following resolution is for crack sealing at the airport. The State pays 90% and the City pays 10% of the cost. Our city crew did the crack sealing on the runway, apron and hangar area.
Kenfield moved, seconded by Bertilrud, to approve Resolution #08-01-2015 – Authorization to Execute Minnesota Department of Transportation Grant Agreement for Airport Improvement Excluding Land Acquisition. For: Brevik, Knaack, Bertilrud, Kenfield, and Harmoning. Absent: Matzke. Against: None. MOTION CARRIED UNANIMOUSLY
