Minutes
Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of Red Lake Falls, Red Lake County, Minnesota was duly held in the Council Chambers of said City on the 13th day of April, 2015.
Members Present: Kevin Harmoning, Kevin Brevik, Neil Knaack, Allen Bertilrud, Sara Kenfield, Cheryl Matzke.
Members Absent: none.
Others Present: Kathleen Schmitz, Alan Cassavant, Carol Seeger, Mitch Bernstein, Deb Derouin, Delray Sparby.
Mayor Kevin Harmoning called the meeting to order at 5:02 p.m.
Brevik moved, seconded by Kenfield, to approve the Agenda with the changing of Finance Check number #038471 to #038475. MOTION CARRIED UNANIMOUSLY
Bertilrud moved, seconded by Knaack to approve the March 23, 2015 City Council Meeting Minutes with the addition of 4% on page 3 in the first paragraph under Business. MOTION CARRIED UNANIMOUSLY
Bertilrud moved, seconded by Knaack to approve the March 31, 2015 Special City Council Meeting Minutes. Abstained: Kevin Harmoning. MOTION CARRIED
Knaack moved, seconded by Bertilrud, to increase the camping fees for the Water & Electric sites from $25 to $28 per day and the weekly camping rate from $100 to $125. Opposed: Sara Kenfield. MOTION CARRIED
Knaack moved, seconded by Brevik, to allow the north tennis court to be turned into a roller blade hockey court and to spend $1,290 on a new set of nets for the hockey arena. Opposed: Allen Bertilrud. MOTION CARRIED
Bertilrud moved, seconded by Matzke, to table the soccer nets decision and for the Parks & Recreation Committee to review the location and nets issue some more. MOTION CARRIED UNANIMOUSLY
Bertilrud moved, seconded by Knaack, to accept Troy Mercil’s bid for the west side portion of library cement work of 121 square feet for $1,331 provided that the work be done by May 31, 2015. MOTION CARRIED UNANIMOUSLY
Bertilrud moved, seconded by Kenfield, to table the alley bid portion until the next meeting. MOTION CARRIED UNANIMOUSLY

Knaack moved, seconded by Bertilrud, to send Matt Swendra to the Pool Certification Class. MOTION CARRIED UNANIMOUSLY
Citizen’s Comments: none.
Business:
Kenfield moved, seconded by Matzke, to withdraw our opposition to the Vatthauer Detachment Petition and in order to save cost and expense related to a hearing the council will support the petition. MOTION CARRIED UNANIMOUSLY
Attorney Sparby explained the change in the compensation ordinance. The only change is under Compensation of Mayor and Council Members, Section 201.10, Subd. 3, b) and c) plus an amendment in Personnel Policy, Compensation on Section 206.07, Subd. 10. The amended ordinance is available to read in it’s entirety in the administrator’s office and the amended portion will be published in the Gazette with our meeting minutes.
Bertilrud moved, seconded by Knaack, to approve the ordinance as read. MOTION CARRIED UNANIMOUSLY
CHAPTER II. OPERATIONS AND ADMINISTRATION
THAT SECTION 201.10 ENTITLED “COMPENSATION OF MAYOR AND COUNCIL MEMBERS” OF THE CODE OF ORDINANCES, CITY OF RED LAKE FALLS, MINNESOTA IS HEREBY AMENDED IN APRIL 2015 TO READ AS FOLLOWS:
Section 201.10. COMPENSATION OF MAYOR AND COUNCIL MEMBERS
Effective January 1, 2015, the salary of the mayor shall be $270.00 per month ($3,240.00 per year) and the salary of each council member shall be $180.00 per month ($2,160.00 per year). Such pay shall be to perform the duties of office which shall include the following:
a) Attending the twice-monthly regular council meetings.
b) Attending informational meetings for which they are not specifically appointed, but attend for informational purposes.
c) Attending Public Hearings which are normally scheduled to coincide with regular council meetings.
d) Representing the city at social, civic and developmental programs of concern to the city.
Subd. 1. SPECIAL MEETINGS (One hour or less): Council members will also be paid $25.00 for the following types of special meetings of less than one hour of duration:
a) Special council meetings.
b) Standing and temporary committee meetings for council persons appointed specifically to that committee.
c) Formal presentations or speeches whereby minimal time is expended preparing or presenting information.
Subd. 2. SPECIAL MEETINGS (Longer than one hour): Council members will also be paid $50.00 for the following types of special meetings of more than one hour in duration.
a) Special council meetings.
b) Standing and temporary committee meetings for council persons appointed specifically to that committee.

c) Formal presentations or speeches whereby the person delivering the presentation is required to spend extensive time preparing and presenting the information.
Subd. 3. EXPENSES INCURRED IN DUTY AWAY FROM THE CITY: The City of Red Lake Falls will pay for expenses away from the City as follows:
a) Overnight lodging, upon submittal of receipt or verification of expense.
b) Meals will be paid on the following scale: breakfast, up to a maximum of $9.00; lunch,
up to a maximum of $12.00; supper, up to a maximum of $18.00.
c) Miscellaneous expenses such as parking, taxis, road tolls, etc. actual expenses incurred
upon submittal of receipt or verification of expenses.
d) Automobile mileage is paid at the prevailing IRS rate. City officials will make a special
effort to car pool when attending out of town activities representing the city.
e) Airfare may be reimbursed upon submittal of receipt or verification of expense.
f) Pay for out of town meetings will be made at the rate of $50.00 for meetings of four hours
or less and $100.00 for meetings of more than four hours.
That Section 201.10, Subd.3, (g) and (h) are hereby DELETED:
g) Pay for Annual League of Minnesota Cities Conference Meeting attendance will be at the rate of $50.00 per day.
h) Compensation for travel not to include mileage for meetings of at least 200 miles away from Red Lake Falls will be a flat rate of $50.00.
The remainder of this ordinance is hereby re-adopted in its entirety, by reference, as though repeated verbatim herein.
This ordinance shall be in force and effect from and after its passage, approval, and publication until September 12, 2016, unless earlier changed by the Council.
PART 6. PERSONNEL POLICY
Section 206.07. COMPENSATION
THAT SECTION 206.07, SUBD. 10, ENTITLED “COMPENSATION” ” OF THE CODE OF ORDINANCES, CITY OF RED LAKE FALLS, MINNESOTA IS HEREBY AMENDED IN APRIL 2015 TO READ AS FOLLOWS:
Subd. 10. Per Diem Rates. The City of Red Lake Falls will pay for expenses incurred in duty away from the City as follows:
a) Overnight lodging, upon submittal of receipt or verification of expenses.
b) Meals will be paid on the following scale: breakfast, up to a maximum of $9.00; lunch, up to a maximum of $12.00; supper, up to a maximum of $18.00.
c) Miscellaneous expenses such as parking, taxis, road tolls, etc., actual expenses incurred upon submittal of receipt or verification of expenses.
The remainder of this ordinance, 206.07, subd, 10 is hereby re-adopted in its entirety, by reference, as though repeated verbatim herein.
This ordinance shall be in force and effect from and after its passage, approval, and publication.

Kenfield moved, seconded by Knaack, to approve the bills and Finance Checks #038434 – #038475, Payroll Checks #004950-#004952 + Payroll E Checks 1-12. MOTION CARRIED UNANIMOUSLY
