
Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of Red Lake Falls, Red Lake County, Minnesota was duly held in the Council Chambers of said City on the 23rd day of November, 2020.
Members Present: Allen Bertilrud, Neil Knaack, Briana Ingraham, Kevin Brevik, Cheryl Matzke
Members Absent: Justin Carriere
Others Present: Kathy Schmitz, Delray Sparby, Carol Seeger, Terri Hams, Dylan Brown, Allen Remick, Mitch Bernstein
The Zoom meeting was called to order at 6:04 p.m.
Ingraham moved, seconded by Knaack, to accept with regret the Letter of Resignation from councilmember Justin Carriere. On vote being taken, the motion was unanimously passed.
Brevik moved, seconded by Ingraham, to declare a Vacancy on the Red Lake Falls City Council. On vote being taken, the motion was unanimously passed.
Ingraham moved, seconded by Knaack, to appoint Terri Hams to the vacant at-large council position serving until she takes over the newly elected position in January.
On vote being taken, the motion was unanimously passed.
Ingraham moved, seconded by Knacck, to approve the Agenda with the addition of 6.11 – Finance Committee-27 Pay Periods. On vote being taken, the motion was unanimously passed.
Brevik moved, seconded by Matzke, to approve the Consent Agenda as presented.

On vote being taken, the motion was unanimously passed.
NEW BUSINESS
Ingraham moved, seconded by Matzke, to approve delinquent services to be certified to taxes. On vote being taken, the motion was unanimously passed.
The Council went over the list of old past due balances and discussed responsibility with mobile home court accounts, rental property accounts and sold houses accounts.
Ingraham moved, seconded by Hams, to add the first six on the list to the Certify to Taxes List.
Ingraham moved, seconded by Hams, to withdraw the motion. On vote being taken, the motion was unanimously passed.
Ingraham moved, seconded by Brevik, to write the delinquent accounts off from the delinquent accounts list with the caveat that going forward we let the property owners know they will be responsible for unpaid utility bills from renters and they can be assessed to the landowner’s property taxes in November of each year if they are left unpaid.
On vote being taken, Knaack opposed, the motion was passed.
Matzke moved, seconded by Ingraham, to approve the First Reading of the Floodplain Model Ordinance provided by the Minnesota Department of Natural Resources. (A copy of the ordinance is available for inspection during regular office hours in the office of the City Administrator.) For: Matzke, Ingraham, Hams, Knaack, Brevik and Bertilrud. Absent: None. Against: None. MOTION CARRIED UNANIMOUSLY
Matzke moved, seconded by Brevik, to approve the adoption of the Floodplain Ordinance.

Knaack moved, seconded by Matzke, to approve Resolutions #11-03-2020 through #11-08-2020 with the condition of Resolution #11-08-2020 Paradise Motel & Liquor LLC that utility bills being paid current. For: Matzke, Ingraham, Hams, Knaack, Brevik and Bertilrud. Absent: None. Against: None. MOTION CARRIED UNANIMOUSLY
Ingraham moved, seconded by Matzke, to pay Administrator Schmitz for the 27th pay period. On vote being taken, the motion was unanimously passed.
