
Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of Red Lake Falls, Red Lake County, Minnesota was duly held in the Council Chambers of said City on the 21st day of October, 2020.
Members Present: Allen Bertilrud, Neil Knaack, Briana Ingraham, Kevin Brevik, Cheryl Matzke
Members Absent: Justin Carriere
Others Present: Kathy Schmitz, Delray Sparby, Dylan Brown, Carol Seeger
The Zoom meeting was called to order at 6:00 p.m.
Brevik moved, seconded by Matzke, to approve the Agenda with the addition of Business Items 6.04 – Land Bid, 6.05 – Resolution #10-03-20-Deferral of Assessments on City Lots, 6.06 – Resolution #10-04-20-Authorizing Assessment Deferral Program, 6.07 – Model Ordinance Draft-Flood Plain. On vote being taken, the motion was unanimously passed.
Matzke moved, seconded by Ingraham, to approve the Consent Agenda amended to include Payroll E Checks 1-8 for $7,598.50 plus payroll checks #5335 for $360.16, #5336 for $193.93 and #5337 for $193.93.

Brevik moved, seconded by Knaack, to approve Resolution #10-01-2020 – Resolution Adopting Assessments. For: Brevik, Knaack, Ingraham, Matzke, and Bertilrud. Absent: Carriere. Against: None. MOTION CARRIED UNANIMOUSLY
Ingraham moved, seconded by Matzke, to approve Resolution #10-02-2020 – Donation of CARES Funds to County. For: Brevik, Knaack, Ingraham, Matzke, and Bertilrud. Absent: Carriere. Against: None. MOTION CARRIED UNANIMOUSLY
Matzke moved, seconded by Ingraham, to approve that the real estate will be sold as is, transfer to be by warranty deed, buyer responsible for 2021 real estate taxes and special assessment, if any, abstracts furnished, posted on or before 60 days after bid opening. Successful bidder will be required to enter into a purchase agreement prepared by the City within 10 days after being notified as successful bidder. On vote being taken, the motion was unanimously passed.
The motion was amended to add a sentence; the motion reads as follows:
Matzke moved, seconded by Ingraham, to approve that the real estate will be sold as is, transfer to be by warranty deed, buyer responsible for 2021 real estate taxes and special assessment, if any, abstracts furnished, posted on or before 60 days after bid opening. Successful bidder will be required to enter into a purchase agreement prepared by the City within 10 days after being notified as successful bidder. The council accepts the high bid for $1,503 subject to conditions set by the city in regard to construction improvement and payment of assessments and reverter to the city. The motion will stand as amended.

Ingraham moved, seconded by Brevik, to approve Resolution #10-04-2020 – Authorizing Assessment Deferral Program. For: Brevik, Knaack, Ingraham, Matzke, and Bertilrud. Absent: Carriere. Against: None. MOTION CARRIED UNANIMOUSLY
Matzke moved, seconded by Ingraham, to approve the FEMA draft flood plain ordinance. For: Brevik, Knaack, Ingraham, Matzke, and Bertilrud. Absent: Carriere. Against: None. MOTION CARRIED UNANIMOUSLY
Ingraham moved, seconded by Knaack, to approve using GovOffice Web Solutions for a new city website with a three-year site plan plus five-year archive plan and to pay $8,150 out of CARES funds. On vote being taken, the motion was unanimously passed.
Ingraham moved to go forward with a feasibility study by Widseth, Smith and Nolting for a bid price of $8,600 to determine the costs of all options for city hall so that the council can hold a public meeting to get input from the community. The motion died for lack of a second.
