
Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of
Red Lake Falls, Red Lake County, Minnesota was duly held in the Council Chambers of said
City on the 12th day of June, 2017.
Members Present: Allen Bertilrud, Kevin Brevik, Sara Kenfield, Justin Carriere, Neil Knaack,
Cheryl Matzke
Members Absent: none
Others Present: Kathy Schmitz, Delray Sparby, Carol Seeger, Barry Glienke, Deb Derouin,
Mitch Bernstein
The meeting was called to order at 6:00 p.m.
Changes to the Agenda include adding to finance checks to #040073 and adding 8.06 July 11
– Parks & Rec Committee Mtg, 7:00 am at City Hall.
Brevik moved, seconded by Knaack, to approve the following items in the Consent Agenda.
Approval of the May 22, 2017 City Council Meeting Minutes
Approval of the Bills and Disbursements
On vote being taken, the motion was unanimously passed.
NEW BUSINESS
Knaack moved, seconded by Matzke, to approve Resolution #06-01-2017 – Approving Trace
Wire Specifications.
For: Brevik, Knaack, Carriere, Kenfield, Matzke, Bertilrud. Against: none. Motion carried
unanimously.
The Planning and Zoning Committee met on May 31st to discuss the Enbridge Grant and plan
for improvements at Sportsman’s Park. They went over the specifications for the 12 new
water/sewer/electric camp sites and the 25×32 shelter. The committee met again on Friday,
June 9th to discuss the park layout. Engineer Barry Glienke was at that meeting and he will
write up a formal drawing to submit to the MN Department of Health. They also plan to
plumb in water/sewer/electric for a possible future bathroom/shower room. They need about
30 days from the time the two permits are submitted to hear back from the State. Plans are
for the first dock site to be near camping site C-1 on the Clearwater River. The second dock
site will be at the old swimming beach on the Clearwater River. The project will start in late
August to be completed by the end of October. Engineer Glienke prepared a proposal for the
Sportsman’s Park Improvements called Work Order No. 6 – Professional Services Contract for
the Survey, Layout, Design, Plans and Specifications between the City of Red Lake Falls and
Bolton & Menk, Inc.
Knaack moved, seconded by Carriere, to approve Work Order No. 6, the professional services
contract between the City and Bolton & Menk, Inc.
On vote being taken, the motion was unanimously passed.
Knaack moved, seconded by Kenfield, to sign a Letter of Commitment to the Northwest
Minnesota Foundation in conjunction with the Red Lake River Corridor.
On vote being taken, the motion was unanimously passed.
