
Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of Red Lake Falls, Red Lake County, Minnesota was duly held in the Council Chambers of said City on the 22nd day of June, 2020.
Members Present: Allen Bertilrud, Justin Carriere, Briana Ingraham, Neil Knaack, Cheryl Matzke
Members Absent: Kevin Brevik
Others Present: Kathy Schmitz, Delray Sparby, Carol Seeger, Matt Swendra, Dylan Brown, Janet Wiskow, Darrell Wiskow, Ben Murphy, Troy Schmitz, Mitch Bernstein
The meeting was called to order at 6:00 p.m.
Knaack moved, seconded by Ingraham, to approve the Agenda as presented.
On vote being taken, the motion was unanimously passed.
Carriere moved, seconded by Matzke, to approve the Consent Agenda as presented.

NEW BUSINESS
Knaack moved, seconded by Carriere, to extend the date for declaring a moratorium on water shut-offs and late fees until July 30, 2020. On vote being taken, the motion was unanimously passed.
Carriere moved, seconded by Knaack, to keep the park bathhouses closed and allow only self-contained campers in our campgrounds until July 30, 2020. On vote being taken, the motion was unanimously passed.
Janet Wiskow addressed the council concerning Summerfest. They have decided to cancel Summerfest this year due to issues related to complying with COVID-19 directives.
Matzke moved to allow the Blue Line Club to move ahead with planning the summer hockey camp while continuing to follow all guidelines set out by the State for holding ice hockey in the arena. The motion died for lack of a second.
Ingraham moved, seconded by Matzke, to table a decision on the summer hockey camp at the arena until the next council meeting (July 13). On vote being taken, the motion was unanimously passed.
Ingraham moved, seconded by Knaack, to accept the DHB proposal contingent on the Blue Line Club and City approval of the scoreboard. On vote being taken, the motion was unanimously passed.
Ingraham moved, seconded by Carriere to approve the COVID-19 Preparedness Plan for the City of Red Lake Falls. On vote being taken, the motion was unanimously passed.
Matzke moved, seconded by Knaack, to approve the City host the Art Exhibit between August 12 and August 26, 2020 plus host the awards ceremony. On vote being taken, Ingraham abstained, Carriere opposed, the motion was passed.
Carriere moved, seconded by Ingraham, to suspend the Food Vendor (Transient Merchant) license fee in the City for the remainder of 2020. On vote being taken, the motion was unanimously passed.
Carriere moved, seconded by Ingraham, to accept the assessments as presented by Stantec on June 1, 2020. On vote being taken, the motion was unanimously passed.
Ingraham moved, seconded by Matzke, to approve the extra road fixes on the list. On vote being taken, the motion was unanimously passed.
Knaack moved, seconded by Ingraham, to approve the engineering fee schedule to finish the project not to exceed $18,000. On vote being taken, Carriere opposed, the motion was passed.
Ingraham moved, seconded by Carriere, to approve sending a city check to Becker Products for $27,412 to be reimbursed by the Blue Line Club. On vote being taken, the motion was unanimously passed.
The election sign-up for council and mayor positions is open from July 28, 2020 through August 11, 2020 at 5:00 p.m.
