Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of Red Lake Falls, Red Lake County, Minnesota was duly held in the Council Chambers of said City on the 10th day of February, 2020.
Members Present: Allen Bertilrud, Neil Knaack, Justin Carriere, Cheryl Matzke, Briana Ingraham, Kevin Brevik
Members Absent: none
Others Present: Kathy Schmitz, Delray Sparby, Dylan Brown, Lee Groeschl, Taylor Amiot
The meeting was called to order at 6:00 p.m.
Ingraham moved, seconded by Knaack, to approve the Agenda as amended.
On vote being taken, the motion was unanimously passed.
Carriere moved, seconded by Ingraham, to approve the Consent Agenda as presented.

NEW BUSINESS
Discussion was held about the city hall building. The options to consider would be to remodel the current city hall building, build a new building or consider purchasing an existing building. Stantec could do a Needs Assessment Study to compare all three options. He could assemble the report based on what they find during the process of interviewing employees, determining wants versus needs, and what we feel a community center should include. Specific options, including their costs, can be created to add or remove from the report which will show the estimated cost of all options. This process would provide us formal backing for the reasons behind the size and cost of each building option so we can move forward.
Councilmember Ingraham reported on the TAP Grant (Trails) meeting. She and Engineer Dylan Brown presented a Power Point Presentation at the meeting in McIntosh. The take-aways from the meeting moving forward are to look at 1) Crack Sealing the trail system, 2) Discussion with the County to help provide matching funds and 3) Plans for covering future maintenance costs.
Engineer Brown updated the council on the Airport Taxiways Project. He plans to have the final plans ready for the next council meeting. Next, he will put it out for bids in early March and run that for two weeks. The bid opening could be held on March 23rd and he would make recommendations for awarding the bid at the council meeting on that date.
