
Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of Red Lake Falls, Red Lake County, Minnesota was duly held in the Council Chambers of said City on the 27th day of January, 2020.
Members Present: Allen Bertilrud, Neil Knaack, Justin Carriere, Cheryl Matzke
Members Absent: Briana Ingraham, Kevin Brevik
Others Present: Kathy Schmitz, Delray Sparby, Matt Swendra, Carol Seeger, Dylan Brown, Lee Groeschl, Taylor Amiot, Dan Triller
The meeting was called to order at 6:10 p.m.
Matzke moved, seconded by Carriere, to approve the Agenda amended to add Dan Triller-SEH, Inc. as item 6.01 and moving the remaining business items down.
On vote being taken, the motion was unanimously passed.
Matzke moved, seconded by Knaack, to approve the Consent Agenda as presented.

NEW BUSINESS
Dan Triller from Short Elliott Hendrickson Inc. (SEH) spoke to the council about his company and the services they provide for aviation services. He provided a Narrative Report and Airport Layout Plan (ALP) for our airport for $60,000. Mr. Triller answered council questions regarding their plan.
Discussion was held concerning the city having a snow removal policy. Due to the amount of snow received so far this winter, the city has had problems with business and residential snow being piled on berms, sidewalks, streets and neighbor’s yards. There is a State Statute regarding snow removal under §160.2715. Attorney Sparby will check with the court administrator to see if they have a fine pertaining to this on a fee schedule.
Administrator Schmitz went over the 2019 4th Quarter Financials.
The council discussed the plans for the city hall building. Mayor Bertilrud feels we need to think about biting the bullet and moving forward with plans. The council concurs that we need a new building. There will have to be public meetings with the community to get feedback on any plans being considered.
