
Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of
Red Lake Falls, Red Lake County, Minnesota was duly held in the Council Chambers of said
City on the 24th day of July, 2017.
Members Present: Allen Bertilrud, Kevin Brevik, Sara Kenfield, Justin Carriere, Neil Knaack,
Cheryl Matzke
Members Absent: none
Others Present: Kathy Schmitz, Delray Sparby, Carol Seeger, Barry Glienke, Deb Derouin,
Karl Kleven, Josh Lytle
The meeting was called to order at 6:03 p.m.
APPROVAL OF AGENDA
Knaack moved, seconded by Brevik, to approve the Agenda with the addition of 6.05 City
Administrator Spending Limit for Purchases.
On vote being taken, the motion was unanimously passed.
CONSENT AGENDA
Brevik moved, seconded by Kenfield, to approve the Consent Agenda as presented.
Approval of the June 26, 2017 City Council Meeting Minutes
Approval of the Bills and Disbursements
On vote being taken, the motion was unanimously passed.
NEW BUSINESS
Insurance Agent Deb Derouin explained the City Liability Insurance with regard to the Base
Policy, Umbrella and Liability Tort. A decision needs to be made whether to waive or not
waive the tort limit. After much discussion and legal explaining by Attorney Sparby to clarify
the two options a decision was made.
Knaack moved, seconded by Matzke, that we don’t waive the Statutory Tort Liability Limits.
On vote being taken, the motion was unanimously passed.
Resolution #07-02-2017 – Airport Lighting Grant
Brevik moved, seconded by Carriere, to approve Resolution #07-02-2017 – Airport Lighting
Grant. For: Brevik, Knaack, Carriere, Kenfield, Matzke, Bertilrud. Against: none. Motion
Unanimously Passed.
Resolution #07-03-2017 – Resolution Authorizing Execution of Sub-grant Agreement for
Hazard Mitigation
Administrator Schmitz has been working many hours to find funding for some home buyouts
that fall under Hazard Mitigation through a FEMA Grant. Prior buyouts were done through
DEED and they no longer fund buyouts. The next step is to hold a public hearing. Under the
FEMA Grant, if a home is approved for buyout, the homeowner receives up to 75% of the
appraised value. Discussion was held at length concerning the costs to the City to continue
with the process of the FEMA Hazard Mitigation Applications.
Kenfield moved, seconded by Carriere, to table the FEMA discussion.
On vote being taken, the motion was unanimously passed.
Knaack moved, seconded by Matzke, to approve the City Administrator to spend up to $5,000
without council approval.
On vote being taken, the motion was unanimously passed.
