City Council Meeting
July 25, 2016
Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of Red Lake Falls, Red Lake County, Minnesota was duly held in the Council Chambers of said City on the 25th day of July, 2016.
Members Present: Kevin Harmoning, Allen Bertilrud, Cheryl Matzke, Kevin Brevik, Sara Kenfield
Members Absent: Neil Knaack
Others Present: Kathy Schmitz, Delray Sparby, Mitch Bernstein, Joel Paulsen, Deb Derouin, Kent Schmitz, Josh Lytle, Adam LaCrosse, Joe Hagl, Patsy Hagl, Jody Kenfield
Mayor Kevin Harmoning called the meeting to order at 6:38 p.m.
Bertilrud moved, seconded by Brevik, to approve the Agenda with the addition of 7.5 Resolution #07-03-3016 – Cigarette License-Dollar General, 7.6 Tiny Homes Opt-out Ordinance and the removal of 7.2 Comprehensive Plan and 7.4 Council Pay. MOTION CARRIED UNANIMOUSLY
Bertilrud moved, seconded by Matzke, to approve the July 11, 2016 City Council Meeting minutes as submitted. MOTION CARRIED UNANIMOUSLY
Bertilrud moved, seconded by Kenfield, to increase the monthly mall lease for 1Body Health & Fitness from $565 to $590 provided that they sign a one-year lease. MOTION CARRIED UNANIMOUSLY
Bertilrud moved, seconded by Brevik, to approve Resolution #07-02-2016 – Alley Vacation.
For: Brevik, Bertilrud, Kenfield, Matzke, and Harmoning. Absent: Knaack. Against: None. MOTION CARRIED UNANIMOUSLY
Bertilrud moved, seconded by Harmoning, to approve the second reading of the Ordinance pertaining to Fences. MOTION CARRIED UNANIMOUSLY
Attorney Sparby read the Fence Ordinance including the addition of the fee amount to be established by Resolution.
Brevik moved, seconded by Matzke, to approve the final reading of the Fence Ordinance. MOTION CARRIED UNANIMOUSLY

Bertilrud moved, seconded by Brevik, to approve Resolution #07-03-2016 – Cigarette License-Dollar General. For: Brevik, Bertilrud, Kenfield, Matzke, and Harmoning. Absent: Knaack. Against: None. MOTION CARRIED UNANIMOUSLY
Matzke moved, seconded by Bertilrud, to approve the Opt-Out Ordinance for Tiny Homes and have the first reading at our next council meeting and put it under consideration of the Council to waive the two readings because of time constraints. MOTION CARRIED UNANIMOUSLY
Mayor Harmoning rejoined the council meeting in progress.
Kenfield moved, seconded by Brevik, to go into closed session to discuss the probationary period of city employee James Jurina. MOTION CARRIED UNANIMOUSLY
The meeting went into closed session at 7:50 p.m.
Bertilrud moved, seconded by Brevik, to end the closed session and go into an open meeting. MOTION CARRIED UNANIMOUSLY
The open meeting resumed at 8:18 p.m.
Matzke moved, seconded by Brevik, to approve extending the probationary period for James Jurina from July 20, 2016 until October 20, 2016 with all raises on hold until the probationary period is done. Lead Public Works employee Matt Swendra will provide documentation of any employee/work issues during the probationary period. MOTION CARRIED UNANIMOUSLY
Brevik moved, seconded by Matzke, to approve the Bills and Finance Checks #039420 – #039441 + Payroll E Checks 1 – 7. MOTION CARRIED UNANIMOUSLY
The council meeting adjourned at 8:24 p.m.
