City Council Meeting
April 25, 2016
Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of Red Lake Falls, Red Lake County, Minnesota was duly held in the Council Chambers of said City on the 25th day of April, 2016.
Members Present: Kevin Harmoning, Neil Knaack, Allen Bertilrud, Sara Kenfield, Kevin Brevik, Cheryl Matzke
Members Absent: none
Others Present: Kathleen Schmitz, Delray Sparby, Alan Cassavant, Carol Seeger, Mitch Bernstein, Deb Derouin, Kent Schmitz, Clem Benoit, Mark Gervais, Peggy Gervais
Mayor Kevin Harmoning called the meeting to order at 6:32 p.m.
Brevik moved, seconded by Matzke, to approve the Agenda changing 7.2 to Accessory Building Ordinance Reading and adding to 7.5 Mosquito Aerial Spray Quotes, Locator Quotes, Mall Furnace/A/C Quotes, Elevator Upgrade Quotes and Grinders. MOTION CARRIED UNANIMOUSLY
Bertilrud moved, seconded by Brevik, to approve the April 11, 2016 City Council Meeting minutes. MOTION CARRIED UNANIMOUSLY
Kenfield moved, seconded by Knaack, to approve spending up to $5,000 on trees and to leave it to the City’s discretion as to where they be planted. MOTION CARRIED UNANIMOUSLY
Citizen’s Comments: none
Matzke moved, seconded by Knaack, to rescind the motion from March 14, 2016 to remove the 12 posts at the intersection of Broadway Avenue and 1st Street NE to create a temporary roadway after the school puts in the parking lot, with the condition it is revisited again in a year. Opposed: Kevin Brevik. MOTION CARRIED
Harmoning moved, seconded by Brevik, to approve the first reading of the Accessory Building changes to the city ordinance. MOTION CARRIED UNANIMOUSLY
Section 905.02.01, Accessory Buildings and Structures, was amended in parts b) and c) to read:

b) Accessory buildings may not exceed 1,500 square feet with 10’ sidewalls and the overall height must not exceed nineteen (19) feet. No accessory building shall exceed the height of the principal building.
c) Accessory buildings shall not occupy more than 25% of the rear yard, and the maximum total building coverage on a lot may not be more than 35% in residential (R-1) zoning district and 40% in residential (R-2) zoning district (Section 905.02 and Article IX zoning district schedule). The maximum allowable area of all accessory buildings combined is 1,750 square feet. The maximum number of detached accessory buildings will be two (2).
Matzke moved, seconded by Bertilrud, to deny the two variance requests for Doug Knott and Scott Guillemette and to refund one-half of the variance fees collected to the two applicants due to the fact that we collected two variance request fees for one meeting held and associated costs will be less than anticipated. MOTION CARRIED UNANIMOUSLY
Kenfield moved, seconded by Bertilrud, to approve Resolution #04-04-2016 – Establishment of an Economic Development Authority. For: Brevik, Knaack, Bertilrud, Kenfield, Matzke, and Harmoning. Absent: None. Against: None. MOTION CARRIED UNANIMOUSLY
Bertilrud moved, seconded by Matzke, to have Adm. Schmitz check with other communities to see how often they aerial spray and how they get notification out to the residents. Opposed: Kenfield. MOTION CARRIED
Knaack moved, seconded by Bertilrud, to accept the OTIS bid for $6,850 to fix the required upgrades to the elevator at city hall. MOTION CARRIED UNANIMOUSLY
Bertilrud moved, seconded by Matzke, to approve the purchase of a Locator for $3,672. MOTION CARRIED UNANIMOUSLY
Knaack moved, seconded by Matzke, to table the Heat Pump or Air Conditioner decision until we see what information ConEdison comes back with for the City. MOTION CARRIED UNANIMOUSLY
Mayor Harmoning verified approval of Bills and Finance Checks #039197-#039237 + Payroll E Checks 1- 8.
Bertilrud moved, seconded by Brevik, to approve the Bills and Finance Checks #039238 – #039249, Payroll Checks #005066 – #005069 + Payroll E Checks 1 – 12. MOTION CARRIED UNANIMOUSLY
